Can Ben Franklin be considered a philosophe?

I know that when talking about the Enlightenment philosophes are usually ociated with Western European thinkers such as Voltaire, Montesquieu, Rousseau, Locke, Smith etc. but in AP Euro Americans studies are germane to the the cl. We briefly go over other countries but our focus is Europe.
