because watergate was on tv. i'm sure there was an equal amount of corruption before watergate but it wasn't as easy to disseminate the information. watergate also coincided with an era of government distrust because of the vietnam war and the civil rights movement. there was more of a microscope on government than ever before. things had already been boiling from the previous decade and watergate just unleashed that fury.
