Is it right to call timeout RIGHT before the opposing player's about to kick a field goal?

I know it's allowed in the rule book, but after the Texans game today, i just saw how much that can really screw up a game plan. And a spot-on kick. I just thing it's not right to call a timeout the minute before the opponent's about to kick a field goal. Shouldn't they have a regulation for that?
