Can anybody suggest to form a water soluble adhesive gel using Kollidon 30 with carbopal 940?

I tried to formulate a water soluble adhesive gel mixing the solution of carbopol 940 dissolved in water and kollidon 30 solution dissolved in water. When both the solutions are mixed together the Kollidon 30 precipitated out. It has not lead to the formation of adhesive gel as desired.
